Trouble with DMA and CdDrives

I just noticed when I was copying some files from my DVD drive that it was taking longer then usual. I checked the properties and saw that DMA had been turned off, so I clicked it and rebooted.
When I went back to check the settings, DMA had turned off for both drives again. I know both my DVD drive and my CD-R drive support DMA as its been turned on in the past, but they won't switch and stick to DMA.

Anyone have any ideas?

CD RW - HP 8200

Win98?
There are a few ways to go about fixing this problem. I chose to make it so win98 was assigning IRQ's the same as my bios was. Most of the time it's a matter of re-aranging your pci cards.
