Trouble with DFI-SLI / a64 3000 build of mine

I've been doing some serious overclocking lately (except for extreme voltage..) and I've been getting tons of weird Windows quirks in return. (Stability has never been a problem, as it passes long sessions of BF2, Prime 95, Memtest, and 3dmark tests.)

Here's the issues:

1. I booted up once, and I couldn't find any trace of Windows Media Player. The executable is gone, and I can't get into it manually. However, when I click on a media file, such as a movie or song, Media player shows up and plays!!! 😵

2. Just starting a day or 2 ago, boot times have been record quality, but once it's in Windows, I can't get into my computer immediately without the flashlight looking for stuff. It does eventually come up after about 15 seconds.
Also, If I try to go to Start and All Programs, the menu won't show, until about 15 seconds later, at which point I get a "ghost menu" (the all programs list) that obstructs my view of the desktop and other windows which I can't interact with.
All the lagginess goes away if I don't do anything with the computer after its in Windows for about 15 seconds, and it functions normally.

What's going on? Is Windows deteriorating?
 
I had a problem like that a few months ago, but mind was the nVidia IDE drivers. I don't know what it was about them but windows would just keep getting worse and worse. After several reinstalls one time I left off the IDE drivers and it has worked perfect ever since. I've reinstalled 5 or 6 times since leaving them off and no problems at all.
