trouble with car

i am going to sell a 88 buick century. the only problem is that the streering is kind of rough. i have to really try to turn the wheel at times. what could the problem be?

we got an 89 buick park avenue thats really hard to move the wheel at anything under 10mph. makes backing out of parking spaces hell. havent checked the ps fluid but usually when thats low you'll hear sounds when moving the wheel, its silent on this car, just very stiff.

i thought it was the power steering fluid, but the resevoir seems to be full.
