trouble shooting pc no boot

Problem no boot, power supply fans don't even come on. I have tried working power supply, still nothing. Computer is a hp pavilion a9630N. I am pretty sure it is the mobo, because power supply fan does not come on. I tryed to short the pins on mobo the ones to power on computer, just in case it was the power on botton on case, still nothing. I asking because I don't want get a new mobo and it was something else, but then without another mobo to test cpu, guess I have too hope the cpu not fried also. what ya think?

I think I would unplug the pwr supply from the motherboard then take a small piece of wire,like a paperclip and short the green and black wires on the power supply's motherboard plug.Then turn it on.If its ok,the fan should spin up.If it is ok,remove short,plug back in(turned off of course)mobo.Then reseat ram and video card,unplug harddrive from board,turn on and see if you get anything,then go from there.

I would add two bits of advice. First, try just one stick of ram and second, check to see if all case switches are properly oriented with their respective pin one. I had a problem with a recent build due to my assumption that the plug decals reflected the proper pin one orientation when they did not.
