Trouble reading HTML file

I created an HTML welcome file for an FTP site but the problem is that
I can read it from some PC's but on others "page cannot be displayed".
Any idea what might cause this? possible browser setting?

You made an HTML file and uploaded it to an FTP of a website? Or are you accessing it straight off the FTP like ftp://ftp.mysite.com/document.html? Does the FTP allow anonymous access?

I uploaded it, it gives instructions and bla,bla,blah about the site. I used html
rater than a text file so it would be nicer. Most computers read it fine but some
will display an error and there is no anonymous access.
