Trouble opening files

When I try & access files on the internet (especially zip), I get a window that ask to save to a disk or open...in either case when I try to open from site or disk, it appears the same window flashes or brief second then disappears but am not able to view contents...WHAT GIVES????....do I need a special program or is something not set right...

example...I can open x-10 coupon on http://hotcoupons.freeservers.com/
but not Staples coupons.
