Trouble installing wireless card

Computer: Toshiba SatellitePro 460CDT
OS: Windows 98 SE
Card: 3Com OfficeConnect PC Card, 11Mbps/802.11b, model 3CRSHPW196
Goal: To add the computer to an existing wireless home network, sharing a Yahoo DSL connection via a Belkin 802.11g router.

What happens:
Upon boot, the wireless card's LAN light glows steadily.
Attempts to browse evoke "Unable to browse the network" error msg.
Device Manager lists the card with yellow-circled exclamation point. "Properties" states "The drivers for this device need to be reinstalled (Code 7.)"
Other computers do not recognize the subject computer's existence on the network.

What I have done so far:
Reinstalled the driver.
Downloaded and installed updated driver from 3Com.
Downloaded and installed updated BIOS from Toshiba.
Removed and reinstalled network card.
Removed and reinstalled NETBEUI.
Removed and reinstalled TCP/IP.
Tested the card on a different machine (it worked).
Tested a different, working card on the subject computer (it didn't work).
Tried a Xircom 10/100 ethernet card to make a wired connection on the subject computer (it worked).
