Trouble installing VirusScan Enterprise 8

I get the following error when I attempt to install VirusScan Enterprise 8 on my sister's computer:

Error 1920 service McAfee framework service (McAfeeFramework) failed to start. Verify that you have sufficient privileges to start system services.

Her account is indeed set to administrator. I tried booting into safe mode to install with the Administrator account but VirusScan can't be installed in safe mode. The software was previously installed but was removed and now I'm installing it again. Any ideas?
 
I found a whole bunch of other problems with the registry and other issues. I'm just going to reinstall Windows.
