Trouble Installing DirectX

Every time I try to install DirectX 9.0c in Windows XP Home, it starts to install for awhile before displaying this message: "The software you are installing has not passed Windows Logo testing to verify its compatibility with Windows XP.... This sofware will not be installed". After the message displays, the installation process stops. Obviously, DirectX 9.0c is widely used and compatible with Windows XP. This doesn't just happen with DirectX either, I've seen this message before when I try to install things like updated video card drivers. Usually though, I can just continue with the installation and ignore it. So my question is, why am I geting this message and how can I get rid of it? I've already gone to the device manager settings under the control panel and selected the option to ignore Windows Logo testing and allow the installation of all software, but I still get the message and DirectX won't install. Just my uninformed guess, but could this be some kind of registry issue or virus? Thanks for any adivice or help.

first of all, DirectX 9 has a habit of not installing correctly if you have Anti-Virus Runnig, oir firewall, or if you are doing the install with the online installer on a dial up connection.
Always run dirX install in safe mode.

also,
the latest DirX (12-05-05) uses the MS installer
if you have older XP it will not have latest runtime MSI installer
you need to install Runtime 3.0 V2 and/or dotnet v 2.0

in extreme cases (along the way you installed dirx 9.0 a or b) you may have to rollback to 8.1 first

Edit: For SP2 and some mobo, you woill have to turn off DEP.

I tried to install DirectX with no antivirus or firewall running. Currently I have version 9.0b installed, but you think rolling back to 8.1 might help? To me this seems more like some issue with Windows than with DirectX in particular because I get the same message when I try to install other drivers. But it might be worth a try.... anything else I could look into? My last resort would be to re-install Windows, but that can be annoying.
