Trouble getting system to boot, LED power light flashing...

I'm having problems getting my pentium based LPX system running. I get no video on boot up and the only response I get is the keyboard lights flash all together for a second when powered on and the power LED light is flashing when I turn on the system also fan hooked up to the motherboard doesn't spin.
