trouble configuring ftp server

with my previous cable connection, i had no problems running serv-u on port 10.

now with this adsl connection, my friends tend to tell me that when they try to connect now, they get a network unreachable error. i have tried disabling my firewall to have them try, but it's still the same. only this other guy who is on the same isp as i am can connect to my ftp server on port 10. i finally switched the server to listen on port 21, and everyone finally manages to connect. all those conditions are done without a firewall enabled.

any idea what is going on?
