trouble charging laptop battery

i own a compaq presario 1210jp laptop (800mhz duron from 2001), and tried charging two new batteries on it but both had the same problem. it will charge 2%, then stop. you can pull out the battery and reinsert and repeat to gradually charge it up. sometimes it won't charge at all, sometimes it will charge a great deal more than 2%, though rarely. if i replaced the charger board shown here:

would that likely solve my problem?

No guarantee it's the charger board. Could be a bad/weak PSU. Replacing that is going to cost about the same.

The charger board is not a replacement done casually. Laptops are a bitch to take apart and even harder to put back together.

Never thought about the psu- I really hope that's not it. I can get this board for about $20 shipped (double if i bought direct from HP). Before considering ordering this part, I did make sure I could disassemble and reassemble this laptop, including the charger board. It wasn't the easiest thing to do, and I had to take a trip to the hardware store to find a tiny torx screwdriver, but I got it done.
