Trouble booting up with a warning of an improper CPU speed setting

Two out of every three times I try to bootup it fails within 5 seconds and a warning comes on highlighted in red that says,

"During the last boot-up, your system hung for an improper CPU speed setting."

But my cpu speed setting in bios is set exactly at 1.6ghz which is what it says on the Pentium 4 Northwood Costa Rica processor.

Does anyone have an idea what the trouble could be? I think it might be that the powersupply is starting to weaken. I say that because it always happens within 5 seconds of the startup like an engine that just can't quite start up.

By the way, I checked my processor temperature in Bios and it says it is 103 degrees Fahrenheit which I think is normal. That is not even much hotter than my own body temperature.

I sort of thought of that - that the motherboard battery might need to be replaced. But then I checked my computer clock at the bottom right hand corner and it was accurate so that is why I do not think the battery is the problem.

Replace the battery. It's alot cheaper than a power supply, although my guess would be the power supply.
