It's been quite contested and some people even refer to the "Raiden" train autobot group that was only released in Japan. And if you delve into the comics, it gets even a bit more complicated. I checked the FAQ on one of the transformers newsgroups. It doesn't list a counterpart for him but it does for most of the other groups so I don't think Devastator really has one. There's plenty to read up on if you've got the time. Just search through the Transformers newsgroups through groups.google.com.
I THINK Devestator's counterpart was the Dinobots. Devestator was the first combiner, and after that, everytime they released a combiner, they had one for both sides. On the other hand, they also released Omega Supreme, who was the first "base" Transformer at about the same time as well. Omega Supreme was a tank, a rocket, and a train station, I think. There were a couple of other base transformers . . . Scorponok v. Fortress Maximus, and Trypticon v. Metroplex.
Off the top of my head . . .
Stunticons (sports cars) ---> Aerialbots (fighter jets)
Terrorcons (weird monsters) --> Technobots (high tech) (I had both of these guys

)
Combaticons (WW2 vehicles) --> rescue vehicles, whatever they were called
Predacons (lions & tigers) --> ?
