Transferring Win 8 license from one computer to another?

Ok, so I'm a little confused at Microsoft's licensing for Windows 8. Since there is no more full retail edition, Microsoft allows for someone who builds his/her own PC to install Windows 8 via the OEM system builder edition according to their Personal Use License. It states that I can transfer that license to another computer as long as it is only activated for one computer at a time and that both the computers are owned by me.

If I build a second PC, how would I deactivate the first install of Win 8 on the first PC in order to transfer the license to the new PC? I remember with the retail edition of Windows 7 that every time I wanted to transfer the license from one computer to another, I had to phone Microsoft support and explain it to them in order for the activation to go through. Since Win 8 system builder does not include Microsoft support, I won't be able to phone them so how would the license transfer activation work then? This seems totally paradoxical.

To deactivate the old installation, open an elevated command prompt and run this command:

slmgr /upk.

Close the command prompt and reboot. This will uninstall the product key from the computer and set it back to trial mode.

To activate the new installation, open an elevated command prompt and run these two commands:

slmgr /ipk [your product key here]

slmgr /ato

Although there is a deactivation command as Bubbaleone notes, MS really just wants you to wipe Windows off the old machine or otherwise stop using it. As for the support thing, you're confusing support with activation. Calling MS about activation issues is always covered. "Support" just means they won't help you with installation issues or any other problems you have with Windows.
