Transferring Website & E-Mail Hosting

So, I was talking to my dad about his small business website today, and apparently he is paying $20 a month for 100MB of storage from some company called OneWest (onewest.net). Obviously, I want to switch him to something cheaper, and something that provides more storage, for him to upload some pictures and setup a picture gallery for him.

But, his e-mail is linked to the domain address and hosted by OneWest as well, and it is crucial for him to have his e-mail receiving mail 24/7.

How easy is it for him to be able to transfer his website/e-mail to another hosting company with 0 downtime?
 
It would be easy with just DNS (dynamic name server) updating the location of the site. The hard part is getting control of the domain which you have to transfer before your current time with OneWest is up and sometimes they will deny the transfer.
 
It's easy and DNS propagation these days takes about 30 minutes.

Which domain registrar did he use? Please tell me didn't register the domain through the web host.

Is the domain registered in his name, address and e-mail address or the web hosts?

Honestly, I have no idea, and neither does he. How can I get this info? I have the feeling it was done through the web host, but I really don't know. The site address is www.interlinkassociates.com, if that helps.
 
During the transfer, if his old host is kind, he can have them route any requests for his account to the new server.

Looks like there is a domain registrar LOCK on that domain.

He'll need to login and release that, change DNS name servers and you should be ok.

Yeah, I was reading up on these lock things, but where do these things get changed? At his current host?

Yes he'll need to contact his current web host.
