Transfering the title of my car

The title to the car i drive and take care of is still in my mothers name, it was originally bought for her use, but she moved on to a convertible leaving said car to whom ever needed to take it.

Does the car have to be in my name for me to register it/get insurance on it?
... i assume that it does, but i wanted to check to see if there were any comments from you people.

The real question is: Does she have to be physically here for me to get the title transferred into my name.
(I live in PA and car is currently titled in NY where she lives)

She has to sign the car over to you. Usually that is done when the car is purchased and you take the title (sign with purchase price indicated) to the court house and get a new title in your name.
