Transcend Storejet Ext Hard Drive Constantly Spinning?

Hey guys, I have two external hard drives now, an old Western Digital one (5-6 years old and still working flawlessly) and this new Transcend Storejet one. I noticed after a few minutes the Western Digital will go to sleep on it's own, but the Transcend seems to always spin.

Is that normal?

actually it turns out it just takes it longer, about 10-15 minutes before it goes into sleep mode.
