i dont think their point is to train them to use the firearms as they are supposed to be used, its more of a showing them a new experience and letting them do things they wouldnt normally get to do, boosting their self esteem and such, make them smile

No, but squeezing a few rounds off from just about any kind of lead-hurler will put a smile on even the most rigidly uptight prudes.

Probably not the most wise activity to give a boost to the mentally challenged, at least it wouldn't be my first (or 20th) choice. But you can't argue with success; the one on the right is grinning ear-to-ear.
