Exactly what I was talking about. If he had incompetent or uncaring staff, why didn't he get rid of them and hire new ones? Is it because the government doesn't allow its employee to be fired? If so then we have the government to blame, otherwise its the supervisors like: Department of Human Services Commissioner Gwendolyn Harris. He's blaming the staff when he's the head of it all.
