Trafficmp.com cookie-how can I get rid of it?

Operating System: XP Pro, IE 8
System has been scanned regularly with AVG Antivirus, Spybot S&D, Ad-Aware and Malwarebytes. All of the mentioned applications are up to date. The cookies file cannot be deleted manually and the scanning software doesn't pick it up. If logged in as Administrator it can be manually deleted from the Temporary Internet Files Folder but it comes right back as soon as the system reboots.
I assume there are hidden pieces to this ah heck that cause the file to recreate itself.
How I can get rid of it once and for all?

Also try Ccleaner. http://www.piriform.com/ccleaner/download

After you have deleted the cookie, try blocking it.

To block it in Internet Explorer
1. From the Tools menu of Internet Explorer, select Internet Options
2. Select the Privacy tab, and then click Sites. The Per site privacy actions window will be displayed.
3. In the Per site privacy actions window, enter trafficmp.com in the Address of Web site field.
4. Click Block

To block it in Firefox
1. From the Tools menu, select Options
2. In the upper section of the Options window, click Privacy
3. In the Cookies tab, click Exceptions.
4. In the new Exceptions - Cookies window, enter trafficmp.com in the Address of Website field and click Disable.
 
In addition to what MadScientist said, blocking 3rd party cookies keeps a lot of the garbage out. 3rd parties don't have any business setting anything, and you can block those via settings in the same areas mentioned above.
