TRACERT: How does it work/What do the columns mean?

What do these ms times mean?

That's the time it took that host to respond to the echo request (ping) sent it via traceroute (Windows is just crappy and says less than 10 milliseconds is all. Any Unix or Unix like host would report more accurate times by default).

But Damaged, there are three Columns...what do all three of them mean?

It just sends 3 pings and you see the results of all three.
