The recording I heard was of a man's voice on the 911 call and was reportedly made by the brother in law.
The driver was a California Highway Patrol Officer. I'd hate to think he panicked or didn't know about neutral or that neutral didn't work. I'm sad that all four perished.
My new Mazda has those holes in the mat with floor pegs which prevent forward movement.

A few years back, someone related a story she told to a mechanic about a stuck accelerator with "Christine" her truck. She did every thing she could think of while avoiding traffic before finally tossing it in Park (or was turning off the engine?) and almost lost control after doing so. After she finished her story, the mechanic said, " Why didn't you just put it in neutral?
