I saw this on another forum. Apparently it wasn't a live broadcast, but instead an internal training network at the news station. The news stations have an entire production team that's in training and they produce shows internal to the company, but aren't intended for broadcast.

Usually people have it controlled pretty well with medication.

I haven't seen it yet since I'm at work, but a friend told me since this is the meteorologist from my local news station. Apparently, as 91TTZ said, it was an internal video and was never broadcast to the public. And no, he does not have Tourettes.
