Tough Electric Field Physics Problem {!REWARD!}

It is an electric field problem. I am pretty clueless as how to go about solving it.


Almost forgot : Q=8.55 x 10^-4 C is distributed evenly along a the rod of length 2L (13.5cm * 2).

Actually, I tried but couldn't load the jpg. I think geocities has done some kind of magic so that you can only get to a jpg if you go through a geocities hosted web page. They are so paranoid of people storing stuff on their site then linking to it from another!
