touchpad "tap to click" keeps turning itself back on

My dad doesn't like the tapping the touchpad to click because he always accidently touches the pad. I turn off the "feature" in the touchpad settings (in the windows tray) but it keeps turning itself back on! How do I permanently shut that thing down?

PS. Oh, it is a Dell Inspiron. I don't know what touchpad software it uses, but I guess it's standard.
 
Maybe try turning it off in control panel under printers and other hardware. I am not on my lappy, but I know it uses synaptics software for the touchpad. I am sure there is a sub heading under control panel that you can control feature of the touchpad.
