Touchpad acting up

The touchpad (Synaptics 5.9) on my Dell 2600 has been acting up lately - it has a "rubber band" effect where it springs back an inch on screen after you let go of it. I can clear up the problem temporarily by doing a device reset under the mouse control panel, but it pops up again in a week or so.

Any ideas what's going on and how I could fix it permanently?
