total frustration - Please Help!

I have a dell inspiron 4100 running winME with an installed 10/100 PCMCIA ethernet card. It is hubbed to 2 other computers all running the same os, all with the same protocols, and all with the same network settings. The 2 desktop systems send/receive files fast from each other (well as fast as windows networking can do) but the laptop maxes out at a wopping 10 Kb/sec. i have contacted the manufacturers of the network card, tried installing all protocols again and contacted Dell support. Nobody can tell me why this is happening. There is a shared tcp/ip dsl connection across the hub that works fine for all systems. the laptop can download 100 Kb/sec from the internet but only about 10Kb from other systems that it pings at under 5 ms. i am frustrated.
