Toshiba Satellite laptop + HISSING CPU

I have a Toshiba Satellite laptop (2.4ghz celeron) and when I set the processor to low power mode I start to hear a hissing noise. The noise becomes amplified when processor tasks occur, or even when just scrolling a web page.

Does anyone know of this as an issue? Is this even possible, that its the CPU?

is the noise coming from the laptop or from the speakers? I had a weird problem with my old computer, when I'd turn up the volume...it would make a hissing noise every time I moved the mouse.

Same exact thing with my NEC laptop. Its the video system not the CPU. Dont worry. Its normal. I bought my nec laptop brand new 4 years ago and to this day its like that.
