I have this Toshiba laptop and when I try to turn it on it blinks the ac led. It does the same thing with just the battery. Nothing happens, nothing turns on either. When I first plug in the AC, the ac led turns green. When I press the power button, it then makes the AC led turn orange. It does a short blink then a long one then 3 more short blinks. Here is a link to the full product specs: Link

I dont know much more to say, so please ask questions.

How long have you had the laptop? I have the same model, and when I got mine it killed 3 AC adapters. I had it replaced and it's been fine ever since.
I know it's a different problem, but if yours is still under warranty, I'd get it replaced.

If you want to get something else I would take it just to see if I can find the problem. I know dell uses the blinking lights for error codes and you can google them you might try it on your Toshiba, and even in th worse case senrio. Try and see if toshiba will help you. Hell Sony has the worst customer support and they have fixed a laptop LCD twice (Sne tme another with dead pixels) and the motherboard all for free just because I told them I had just bought it (Which was the truth, I just left out that it came from a pawn shop...) :D You never know they may atleast tell you what the error code is.
