Toshiba laptop problems

It's a Toshiba Satellite A45-S120.

I received it in non working condition. When you attempt to power it up, the massive heatsink just heats up. No fans spin, no hard drive spin, leds DO light up. Screen does not turn on at all.

The owner stated that it ran hot for him. I just wonder if this thing got hot too many times. I tore it all apart and nothing looks visibly burnt to me. I tried it without the hard drive, reseated the memory. I don't know what to do with it. Any suggestions?
