Toshiba laptop does not post to boot

It gives f2 and f12 boot options on the bottom, but does not boot nor load either. no cd in. ram swapping- would that find the issue?
 
pc was taken to a store, got it to post, no problems of mention, though the windows instal was cluttered. bios virus? you could never get into bios, or a boot option menu.
