TorrentReactor.to/.net is back?

I never did understand what the difference between .net and .to was. Supposedly ".net" was a hijacked site, but they never charged for anything and content was very similar so I'm wondering what the point of that was.

Anyhow, I'm not sure what the deal is now, but torrentreactor.to does indeed look like it's back up. Anyone have any info on this?
