Torque Wrench

That style is about as cheap as your going to get. You can get chinese made ones with varying degrees of accuracy (should still be fine for lugnuts) for a bit less though.

A decent torque wrench is something a good home wrencher should be without. Drop a couple notes on a quality one if you can afford it and then you'd have a keeper forever.
 
I got one from tirerack.com for lke $40. Ended up never using it. PM me if you want to buy... like $20 or so.
 
Inexpensive and quality do not go together...sorry.

Then again, you don't exactly need a high degree of accuracy to tighten lugnuts.
 
Actually that first, cheaper, wrench will out perform that second "click type" wrench, especially over the long run.

However, trying to read the amount of torque your applying while you're applying it can get a little tricky.
