Topographical map type lines on screen?

Recently I upgraded both my monitor and my video card to an eVGA 8800GT SSC and Samsung 226BW.

After I install my video card and get it configured, I fire up Eve Online and go to check it out. At first I notice and odd "bluring" effect on the "clouds" in the background when I move the screen around quickly. It's fairly subtle, so my first thought is maybe it's a side effect of having HDR turned on. I tried to duplicate it by hitting Print Screen, but no luck.

I finish playing Eve and I load up a movie. I notice it's even more pronounced here. On light colored, curved objects I notice lines coming and going, but the lines only appear when the object is in motion. The effect worsens if I stretch the video beyond it's normal resolution, but it is still faintly noticeable at it's normal resolution.

The overall effect is seemingly like a topographical map. Kinda like you can see entire chunks before they're completely rendered, but when the motion slows down they "snap to" so to speak.

I tried changing drivers, but nothing helped. Is this a normal effect that I'm experiencing? Maybe my new monitor isn't able to keep up? I've searched all over the place and I can't seem to find anything that might describe this issue anywhere else.
