Tools to always shows FPS on your screen during gaming?

I would second that.

FRAPS 1.9d with a Sampling Rate of Every Second.

Haven't checked it all out in a while, but seems to me the difference between the free 1.9d and the latest version is how it saves the captured gameplay you make with FRAPS. If you try capturing your gameplay with FRAPS you will probably be very unhappy with the horrible loss of FPS you experience while doing so.
 
yes it is a loss, but it does not have enough time and power to make all the fps while crreating the video. and its not that big, its only for 30 seconds.
 
no. i just stops image tearing. some games dont need v-sync because there will be no tearing, others do.(HL2 seems to need it by my exprience, UT2k4 dosent)
 
Always turn vsync off for benchmarking, but if you want to stop the tearing then turn it on. Up the refresh rate and turn on triple buffering if you can to get better framerate.
 
Its all opinion for v-sync. Would you rather have 60 FPS w/no tearing or 70+ w/ some tearing. It also depends on the game.

Personally, I can play and enjoy a game with 20-30 FPS. But that is only because my gaming cards are a 64MB Ti4200 and a 64MB 5200Go.
