The only way to measure milliamp hours of a battery (or some other electrical source) is to run the battery dead while measuring the amperage it produces, and then find the area under the graph of amperage.
Get a good digital battery charger, it will run you about $120 though. I reccomend an astroflight. You can also use a Whatt Meter, $60: http://robotcombat.com/marketplace_elect_other.html , but it doesn't do any actual charging.
