Tool for global FPS limit?

Without going into a long story, I have a GTX 470 connected via DVI-D to a Sony Trinitron HDTV @1080i30. If I use V-Sync, the NVIDIA drivers lock everything to 30fps. If I turn off V-Sync, everything is buttery smooth, but I get screen tearing. Some games - like BL2 - has a built-in adjustable framerate cap, but most don't. I want to limit all games played on one of my machines to 60fps, but I don't want to use V-Sync.

What are the best options? MSI Afterburner? NVIDIA Inspector?
 
If you install Afterburner it comes with Rivatuner Statistics server which is accessible in it's own start menu folder. There is a framerate limit option in there.
 
Nvidia Inspector works, but it only gives you a few options for limits. Rivatuner based tools give you more options. Just be aware that V-sync won't work with these limiters in place...unless it has been fixed/changed recently.

Thanks, I'll try them both out - I'm surprised that the latest NVIDIA driver doesn't have this feature while AMD does. It's very convenient!
 
The nVIDIA drivers do have a frame limiter, you just need to use Inspector to access it.

you can limit your frame rate to 29, 30, 35, 40, 44, 45, 50, 55, 58, 59, 60, 65, 70, 73, 74, 75, 118, 119, 120 or by temperature. The frame limiter also works with v-sync.

Hopefully they make it accessible within the control panel at some point.
 
If you have an AMD card you can use their own software to do it.

For nVidia cards, you have to use a 3rd party tool like MSI Afterburner (the included RTSS supports this feature) or bandicam.
