Without going into a long story, I have a GTX 470 connected via DVI-D to a Sony Trinitron HDTV @1080i30. If I use V-Sync, the NVIDIA drivers lock everything to 30fps. If I turn off V-Sync, everything is buttery smooth, but I get screen tearing. Some games - like BL2 - has a built-in adjustable framerate cap, but most don't. I want to limit all games played on one of my machines to 60fps, but I don't want to use V-Sync.
What are the best options? MSI Afterburner? NVIDIA Inspector?
