tool for corectly formatting a usb disk? (corrupted MBR)

my ipod somehow got incorrectly reformatted as 15.9gb instead of the actual 40gb

been trawling the net for ages in trying to find a tool that can delete all partitions on a usb drive and recreate it again

most of the tools found dont support usb disks
 
ok even killdisk still recognizes it as 16gb
I think the MBR table has been incorrectly re-written
is there a tool that can rewrite that for USB drives?
