I've set everything up, and while I get power to the CD-ROM/HDD when the IDE cable ISN'T connected to the motherboard, they fail to open/turn on when the cable IS connected to the motherboard. Also, the monitor receives a momentary signal from my PCI VGA card but then fails to get anything else. Anyone heard of these problems or have any suggestions? Is this a motherboard short? If so, what exactly does that mean? Was it something I did wrong? Or do I need a new motherboard?

take a look at the label on the psu, does it read

ok been a while since Ive dealt with amd, but from what I know 12Amps on the 12v rail aint good enough to power a decent p3 (with extras)

Uhmm... my cousin is powering a 3G Prescott with a 9 Amp 12v rail. Sh*tty PSU.
 
It does sound like a PSU or a mis placed wire problem. What type of motherboard is it?

It could also be the CD-ROM causing the short. Leave the CD-ROM completly unplugged including the power connector and then try booting it with only the HDD.
