Meaning that if it was indeed a CIA plot, the President would or should have approved it beforehand, so that phone call about what's happening would be unnecesary.

They did one big plot twist and I am quite pleased with it.

I don't get why the president wasn't in on it either. Unless they thought there was a leak or something in the white house. Well, Tony did say "we have to call the president," so they'll probably explain it next...
 
OH MY GOD! I just watched it. Unbelievable.

But I don't get it. WHY would the Ramon let Jack back in? He betrayed him once already, what kind of moron drug lord is this? I mean, he'll probably want to off him....but to even let him live? Worst Drug Lord EVAR!

I'm confused. I have questions. Somebody hold me.

I won't hold ya, but I'll try and answer your questions. 🙂

Ramon (brother that was in jail) wanted to kill Jack. It's Hector that wants him alive. I'm going to guess that Hector maybe wants Jack alive as some power play with Ramon, spurned from Hector's GF's inquiries about whether Hector will relinquish his power and position when Ramon comes back. Don't really have a theory to explain the logic, but that's where I think the show's gonna head.

 
YES! It took me about 2 months but I finally caught up. Seasons one and two on dvd thru wonderful netflix, and all eps this season thru the more wonderful bittorrent 😉

well, maybe they all are CTU, but in this case they're doing something for CIA. don't think CTU has jurisdiction outside of US, so must be CIA territory. then again, its a fake agency so who knows.

BTW: The fact that its a CIA operation might explain why Chappelle had no idea WTF was going on. so i'll stick with my little theory. Since Season 1, Chapelle has always been Top Dog at CTU so its a bit strange that he'd be in the dark on such a major operation. But if its a CIA op, he's not really a participant.

So i guess the whole bioterror threat thing was a trick?

Well if you watched the most recent episode (yesterday) then it was pretty much explicitly declared that it had nothing to do with CIA. But if they DIDN'T declare it like that, it actually makes MORE sense that it was a CIA op, because these arent just normal mexican druglords -- they wanted to buy a Ukranian-made biological weapon and sell it to North Korea and Al-Qaeda! now if the real CIA got wind of something like that, i'm pretty sure they'd try to do something about it rather than just sit on their hands...

But yeah, this has nothing to do with the CIA. And like others said, its possible that CTU is a fictional department of the CIA.
