candle and holder - $2.00

I'm cooking her dinner while she's in class, then we're gonna chill before going bar hopping with some friends. Should be good 🙂
 
On my 21st birthday my boyfriend forgot....actually..everyone forgot. lol..I sat in my living room watching tv by myself all night. go me!

I think the picture frame idea is really nice. Maybe cook a romantic dinner for her? Something that won't cost a lot of money but still be special and meaningful? I think since she seems to be pretty understanding about your financial situation..she probably won't be expecting or needing anything expensive.

You obviously havent' yet mastered the art of telling people about a week before your birthday how excited you about your birthday and how you don't want to do anything special. There's a code somewhere that you have to warn people it's upcoming so you don't set them up for failure.
 
i was in this situation once.....

With all the photos you have of you and her, make a slideshow movie type thing with MS Movie Maker with a romantic/touching song playing. Give it to her and watch it together, she'll love it more than any other present you've given her.

That's a good Idea. On a twelve dollar budget, alchohol is stretching it. Isn't there a bar where she can get free drinks on her 21st birthday if she's cute?

Within your budget it should be possible to make that collage and bake her a cake. Buy a good cake mix and some eggs. You'll also need some oil, use canola or whatever is handy. Don't forget to buy or make frosting. You can make it yourself out of powdered sugar (look up recipes online) or you can just buy it in a can. She'll appreciate the effort of you baking it yourself.
