Token Ring Networks question: How does a token ring network broadcast?

My guess is that when it sends the free token around the ring when it has nothing to send that it is indeed broadcasting the free token. Am I right?
 
A broadcast frame is attached to the token, each station copies the broadcast and sends it up the stack.
