toilet problem. any suggestions how to fix?

so the water inside the toilet tank is leaking into the toilet bowl.

I looked inside the tank and I think I know whats wrong.

everytime I flush the toilet, it doesn't bring the rubber flapper thing flush againstwith the valve seat, so litle bits of water leaks into the bowl.

any idea how to fix this problem? the toilet is under 1 year old. any ways to fix besides replacing a part?

Couple of things to check

If the chain is too long, sometimes the extra slack can get stuck under the flapper and stop it from closing all the way.

Otherwise check the hinge on the flapper and make sure it moves freely. Take it apart and reassemble to see if that helps. Usually if you observe a few flushes one can deduce what the issue is.

The rubberof the flapper could be degrading/hardening to the point where a seal is no longer made. I replaced my flapper about 3 months ago because of the same issue. I think it was $6 at HD.
 
In my experience, 99% of toilet problems are caused by one of two things: Clogged pipes and bad flappers. Check for both by flushing it once or twice and observing.
