I prefer over. It just makes more sense.

A scraminal worked very well at deturing my cats from shredding whole rolls of TP.

Back on topic:
And it's over the top, when I finish doing my business, I want the TP accessible, I don't want to be reaching behind the roll where I can't see the end sheet to get hold of it.

Yeah, people who do that should be shot. Toilet paper is simply impossible to manipulate properly when hung that way.

In fact, I've long been saying they need to start manufacturing TP holders that make it impossible to hang the roll under. It's for the good of the people.

Never checked. Whatever orientation it's in when I attach it is the way it stays. I've never noticed a serious lack of performance either way I guess.
