no matter how much i tighten the blue screw, i still hear some water coming in when i lift up the float ball, the noise completely stops.

besides replacing the fill valve, is there anything else i can do to fix the leak?

Replacing the valve is pretty inexpensive but, the easiest is to bend the lift arm slightly.

I am totally unskilled an clueless. I'd take apart the valve and see what's up inside. Wouldn't spend much time or effort. New fill valves are hella cheap and easy to replace.

just whatever you do, make sure the overflow tube is lower than the hole for the flush lever. I learned that one the hard way.

The gasket in the fill valve failed and/or a cracked fill valve housing.

Don't bend the float rod because it might twist and jam against the toilet wall or overflow tube.

I would replace the fill tube and the flapper. Cost is under $20.00 for parts.

I wasn't recommending bending the support arm just saying it's easiest. Also, I'm talking about bending it just a few degrees. I'm more interested in why so many of these types of threads? Basic plumbing, lighting pilot lights, lighting... did no one else take apart these things and put them back together when they were 6?

I just did this yesterday... watched my stepfather do it, seemed pretty straightforward. We had to replace the flow valve too.

Is water actually going down the overflow tube? If not then I'd say the flapper is probably leaking slightly, and the fill valve is triggering when the water level drops enough.
