Toe or tow the company line?

I always thought it was tow but it makes more sense if it was toe since it would refer to people lining up behind the "company line" and what not.

it is Tow, because it is like you are moving something, you are "pulling" the company line, by doing what they want.

No, it's Toe, as in Stand in a Row along the line with yours toes touching it, as in the Army.

why? its not that common of a phrase, you rarely see it written out.

when i hear toe a line, i think pulling something like a tow-truck.
