In the native american casino future episode, Bart is blackmailing Ned to not "out" Todd & Rod.

In another episode both of them were peeping at Lisa changing clothes or taking a shower (forget which).

So, they're definitely weird, but indefinitely on the Smithers side of town.

indefinite can mean either without limit or (as I used it) uncertain. So it's indefinite whether Todd will be living indefinitely in the festive part of Springfield.
