I brought the offer to work and got a 15% bump and my raise for this year is still in tact anywhere from 4.5% to 8%. I decided to stay at my current job and received a promotion to the next band. IMO my work reputation is hard to replace and rebuild at a new company so I will be staying...

I currently work at a defense contractor and now ive been interviewing around. I got offered a job at Lockheed Martin Syracuse and they gave me a 10% bump, promotion to Senior Embedded Software Engineer and a full relocation package.
Typically here in the Baltimore area people are getting 20- 25% pay bumps just because cost of living is so high.
I have no idea how to weigh this one out. Should I bring it to my manager and explain that this is a promotion and I am really interested in this job?
